MICHIGAN WATER PLAN

Water Affordability
in Michigan

Overview

The proposed water affordability bills garner support from various stakeholders, including community advocates, health experts, economists, and environmentalists, as it aims to address water access disparities through income-based pricing, shutoff protections, assistance programs, and community engagement, potentially leading to improved social equity, public health, economic development, and environmental stewardship in the region.

Special Message from Lead Bill Sponsor, State Senator Stephanie Chang

Great Lakes Water Authority (GLWA)

Great Lakes Water Authority – Water Residential Assistance Program (WRAP): WRAP is the first program of its kind in the country, developed by representatives from the Southeastern Michigan region. The Great Lakes Water Authority (GLWA) collaborates with agencies such as Macomb Community Action Agency, United Way for Southeastern Michigan, and Wayne Metropolitan Community Action Agency to deliver WRAP services to residents.

While this program has already helped thousands of households across the GLWA service area, there remains a significant need. Recent analysis has shown that the funding currently provided by GLWA is insufficient to meet the increasing demand for affordable water.

GLWA’s most recent reports, listed below, demonstrate the need for assistance by service area:

  1. Great Lakes Water Affordability Resolution in Support of Water Affordability Bills

  2. GLWA FY 2024 WRAP report - all 5 areas

  3. City of Detroit WRAP report

  4. City of Flint WRAP report

  5. Monroe, Washtenaw, Wayne County WRAP report

  6. Oakland County WRAP report

  7. Macomb, Lapeer, St. Clair County WRAP report
